What excatly you are looking for? A shop where you can buy equipment or a dive center?
Anyway, I can't tell for sure, but I fear there is neither in or around Tacloban. The only one I heard about diving related is in Southern Leyte - I searched long time for a dive center for my girlfriend, who lives in Tacloban and made her OWD in January.
This might mean nothing, since smaller shops / centers might not be present in internet - but she had a look around by herself and couldn't discover some so far.
On the other hand I once encountered a link to the Leyte Park Hotel and within this, the offer to dive - but can't find the link anymore. Will be at this hotel end of september before we'll go to Boracay again, so I can tell more after my stay if you like.
Regarding the german language course on CD or online -
this seems to be a good resource. Even when the website looks somehow outdated ;-)
Will go for the CD soon for my girlffriend.
