Well Maldita,
even when there are two dive centers in Southern Leyte, I guess it will be hard to get equipment for you there, since its might be not their core business and the assortment maybe very very limited.
Especially small BCDs (guess you need S or even XS) and maybe a reg with smaller mouthpice (like some Mares) will hard to get.
Best chances beside Manila and Cebu would be at destination where a lot of dive centers around, like Boracay and how I guess on Bohol and other known dive destinations.
I would suggest to look around whereever you are and fetch what is avaiable, a mask and fins here, a wetsuite or BCD there.
